Mr Shah said in his address that there was a time when there was deregulation in the cooperative movement in the country. In some states, it was far ahead. In some places, it was nationalized, while in some places it was not considered with completeness. Mr Shah said that but the Modi government formed the Central Cooperative Department in the country after 75 years. He (Shah) was made its minister. After he became the minister, destruction happened. The cooperative movement in the country was divided, the main reason for this was that the laws were not changed with time. The laws were not changed according to the speed at which the circumstances changed in the country. At that time, at the national level, first of all, model by-laws were made for the improvement of primary cooperative societies and they were sent to all the states. Expressing happiness, Mr. Shah said that all the states implemented these by-laws and with this the improvement in the cooperative sector started. He said that he wants to thank all the states for this.
